If you have a lot of candidates matched from your search on Bullhorn, then an email may be the best option to reach a large number of candidates quickly. Ensure that you do not fully disclose the positon location, just in case candidates call their own agency regarding the positions.

If they have worked in nearby authorities then they would potentially consider positions nearby. Some candidates may wish to return if they left on good terms with the manager, this is also a good sell to the managers as they may remember the candidate and on occasion and proceed even without interview.
